Understanding Noise Pollution
Noise pollution in the workplace refers to unwanted or harmful sound that can negatively impact health and safety. Exposure to high noise levels can cause permanent hearing loss, stress, hypersensitivity to noise, and cardiovascular issues such as increased blood pressure and heart rate. Health Risks and Regulations
Sound is measured in decibels (dB). Exposures to sound levels over 85 decibels (dB(A)) and peak sound pressure levels exceeding 140 dB are recognized as hazardous. The risk to hearing increases with the loudness of the sound and the duration of exposure. Noise-induced hearing loss (NIHL) is gradual but permanent and irreversible once it occurs.
Under the Health and Safety at Work Act 2015, Section 30 mandates that Persons Conducting a Business or Undertaking (PCBU) must eliminate or manage noise-related risks. Specifically, workers should not be exposed to noise exceeding:
- An eight-hour equivalent continuous A-weighted sound pressure level (LAeq,8h) of 85 dB(A)
- A peak sound pressure level (Lpeak) of 140 dB
Noise Exposure Monitoring and Control
If there is uncertainty about whether noise levels exceed these limits, PCBUs are required to conduct noise exposure monitoring. This process includes:
- Preliminary Assessments: Identifying potential noise sources, particularly where no prior assessments exist, or at regular intervals.
- Detailed Exposure Surveys and Dosimetry: Using specialized equipment to measure actual noise exposure levels, pinpoint noise sources, and assess the effectiveness of existing noise controls.
